Operating Hours: Domestic Terminal: 05:00-21:30 daily, International Terminal: 04:20-24:00 daily, extended based on flight schedules.
Once the last flight passengers depart, airport police will clear the terminal. Please avoid lingering inside.

International Departure Procedures Guide

1. Proceed to your airline's check-in counter for seat assignment and baggage drop-off.
2. After check-in, place your belongings in the provided basket and undergo a security screening.
3. Present your travel documents for inspection by airport personnel.
4. Once completed, proceed to the departure lounge. Please arrive at the boarding lounge at least 40 minutes before flight departure.

1. After exiting the aircraft, take the escalator from the second floor to the first floor.
2. Proceed to the immigration checkpoint and present your passport for inspection.
3. After immigration clearance, collect your baggage at the designated baggage claim area.
4. Undergo customs inspection; do not bring prohibited items into the country.
5. Once complete, welcome to Taiwan! Exit through the arrivals hall and proceed to the main exit.

Transit Services

  • 1. Transit Process:

    Disembark at the International Terminal 2F → follow the arrival route to the transit lounge → proceed to the transfer counter for processing → undergo security screening → proceed to the designated boarding lounge on the third floor.

  • 2. Transit or Layover Guidelines

    Follow signage to the transit lounge and boarding area.
    Passengers must pass through security screening at the transit lounge before walking to the third-floor departure area.
    Confirm the boarding gate and flight departure time, and arrive at the gate at least 30 minutes before departure.

  • Observation Deck Overview

    The observation deck is designed along the pedestrian corridor next to the moving walkway, creating a scenic rest area for travelers and residents to watch aircraft take off and land. Positioned at an elevated angle, it directly overlooks the apron, jet bridges, and control tower, offering views of ground operations, aircraft taxiing, and flight movements.
    On one side of the observation deck, visitors will find aviation knowledge boards, while the other side features a display introducing domestic tourist destinations. This setup allows aircraft enthusiasts to both observe flights and deepen their understanding of aviation, blending education with entertainment. Additionally, it highlights the beauty of Taiwan.
    The multi-window design ensures that both solo travelers and groups can find their perfect vantage point. Each observation window is equipped with a spotlight and seating, providing both a short-term resting spot and a peaceful area for reflection.

  • Viewing Guidelines

    1. Do not climb or sit on the glass windows of the pedestrian bridge to avoid accidents.
    2. Playing inside the pedestrian bridge is prohibited. Children must be accompanied by an adult when using the moving walkway.
    3. Do not deface or damage public facilities, sculptures, or signage to maintain a pleasant environment.
    4. Loud noises, smoking, and chewing betel nut are prohibited.
    5. The pedestrian bridge closes at 9:00 PM. Visitors should be mindful of the time and avoid lingering.

Tax Refund Information

Eligible Applicants

Foreign travelers holding the following documents and staying in Taiwan for fewer than 183 days from the date of entry:
1. Passport issued by a foreign country.
2. Taiwan passport without a national ID number.
3. Travel document.
4. Entry/Exit permit.
5. Temporary stay permit. (Note: Tax refunds for holders of temporary stay permits are only available at international airports or ports. They are not eligible for on-the-spot small-amount refunds or designated downtown tax refunds.)

Minimum Tax-Inclusive Purchase Amount for Foreign Travelers

Foreign travelers who shop at designated stores displaying the tax refund logo and spend at least NT$2,000 (tax-inclusive) in a single day at the same store may apply for a tax refund form on the day of purchase by presenting their entry documents to store staff.

Additional Tax Refund Guidelines

1. Foreign travelers must spend at least NT$2,000 (tax-inclusive) in a single day at the same designated tax refund store.
2. They can immediately apply for a tax refund form at the store.
3. Goods must be taken out of Taiwan within 90 days of purchase. Before departure, travelers must verify tax refund eligibility via automated tax refund machines or the tax refund service counter at the airport or port. Refund methods include:
- **Check Refund:** Collect a tax refund envelope at the counter, fill in mailing details, and drop it into the check refund submission box.
- **Credit Card Refund:** Available for VISA, MasterCard, JCB, and China UnionPay.

(1) In Taiwan, household lighting and small appliances operate at 110V or 220V with a frequency of 60Hz.
(2) If you bring electrical appliances from abroad, please check whether the voltage and frequency are compatible.
(3) The most commonly used plug type in Taiwan is a two-prong flat plug, similar to those in Japan, the United States, and Canada.

Services Provided: We offer emergency medical aid, physiological assessments (such as body temperature, respiration, pulse, blood pressure, blood sugar, and blood oxygen levels), wound care, health consultations, and a total of seven Automated External Defibrillators (AEDs). Travelers in need of assistance may visit the nursing station.

Automated External Defibrillator (AED)

To enhance safety and security at Kaohsiung Airport, five AEDs have been installed in the international terminal and two in the domestic terminal. In line with the Ministry of Health and Welfare’s CPR + AED emergency response initiative, these devices enable even non-medical personnel to administer emergency care by following the AED’s voice guidance before an ambulance arrives, increasing the chances of successful resuscitation.

Boarding Regulations

Check-in Procedures

Airlines begin check-in procedures **60 minutes before departure** (for international flights, **2 to 3 hours before departure**). Passengers must complete check-in **at least 30 minutes before departure** (for international flights, **45 to 60 minutes before departure**). Each airline has different check-in policies, so please refer to your airline's regulations. Failure to check in on time may result in the seat being allocated to standby passengers.

Self Check-in

There are three ways to complete self check-in: Online check-in, Mobile check-in, and Self-service check-in kiosks.

  • **Online Check-in:** Visit the airline's website to check in and print your boarding pass before departure.
  • **Mobile Check-in:** Use the airline’s mobile app to check in and obtain an electronic boarding pass.
  • **Self-service Kiosk Check-in:** Available upon arrival at the airport. Airlines supporting kiosk check-in:

Flight Safety Guidelines

  • Checked Baggage Regulations

    Most airlines allow carry-on luggage up to **7 kg**, with a size limit of **23×36×56 cm**. If baggage exceeds these limits, it must be checked in. (Specific rules vary by airline, so passengers should check with their airline in advance.) Airlines may refuse to transport baggage if its packaging is incomplete or if it is fragile and easily damaged. Some items, including **hairspray, styling liquid, medical alcohol-based liquids, mosquito repellent, liquor, spray cans, knives, tools, batons, ammunition, and weapons**, cannot be carried on board and must be checked in. Please consult your airline for details. **Prohibited Items:** - **Flammable materials:** (Gasoline, diesel, kerosene, canned gas, spray paint, plastic disposable lighters, matches, industrial solvents, and other highly combustible substances.) - **Compressed gases:** (Insecticides, lubricants, gas cylinders, and other high-pressure containers.) - **Corrosive substances:** (Nitric acid, strong acids/bases, mercury, fluorides, and other corrosive materials.) - **Magnetic materials:** (Permanent magnets or objects generating strong magnetic fields.) - **Toxic materials:** (Poisonous chemicals, toxic gases, cyanides, pesticides, and active viruses.) - **Explosives & oxidizers:** (Bleach, wet cell batteries, industrial-grade hydrogen peroxide.) - **Radioactive materials:** (Uranium, iodine, cesium, cobalt, tritium, and other radiation-emitting substances.) - **Anti-theft alarmed briefcases** and other items affecting flight safety are prohibited from both carry-on and checked baggage.

  • Prohibited Electronic Devices

    Aircraft navigation relies on electronic instruments, and even minor interference can compromise flight safety. According to **Article 43 of the Civil Aviation Act**, passengers are prohibited from using electronic devices that interfere with flight communication. Violators may face imprisonment **of up to five years**, detention, or fines of up to **NT$150,000**. If such interference leads to fatalities, penalties include **life imprisonment** or at least seven years in prison. **Prohibited electronic devices include:** - Mobile phones - CD players - Remote controllers - Pagers - Laptops and peripherals - FM radios - Electric shavers - Wireless transmitters - Video recorders - Projectors - Televisions - Gaming consoles - Electronic calculators - Cameras

  • Other Safety Guidelines

    Once seated, passengers should **fasten their seatbelt** and ensure it is securely adjusted. Before takeoff, flight attendants will demonstrate emergency procedures via video or live demonstration. Passengers should **carefully review safety guidelines** in the seatback pocket. Smoking is **strictly prohibited** onboard, along with the use of mobile phones, wireless transmitters, remote controllers, CD players, and other transmitting devices. On **domestic flights**, devices such as video players, gaming consoles, laptops, radios, TVs, and electric shavers **must remain off for the entire flight**. On **international flights**, these devices are **prohibited during takeoff and landing** (below 10,000 feet). For **passengers with mobility limitations**, airlines may impose boarding restrictions based on aircraft type and crew availability. Passengers should **inform the airline in advance** and confirm seat availability to ensure proper arrangements.

  • Smoking is **strictly prohibited** onboard, as is the use of mobile phones, personal radio transceivers, remote-control devices (such as toy controllers), CD players, and other transmitting electronic devices. Additionally, video recorders, gaming consoles, computers and peripherals, calculators, FM radios, televisions, and electric shavers are **banned for the entire duration of domestic flights**. On **international flights**, these devices must remain off during takeoff and landing (**below 10,000 feet**). For flight safety, please **do not bring** the following items onboard:

On **March 22, 2017**, the Civil Aeronautics Administration revised regulations regarding **"Dangerous Items Allowed for Carry-on or Checked Baggage by Passengers & Crew"** and **"Items That Threaten Flight Safety and Must Not Be Brought into an Aircraft."** The main amendments include:
    1. **Mercury thermometers** for medical diagnosis or treatment **must be placed in checked baggage** and can no longer be carried onboard.
    2. **Defective lithium batteries identified by manufacturers or recalled due to fire hazards are strictly prohibited from transportation.**
    3. **Tripod size restrictions** were modified: Previously, tripods under **25 cm when collapsed** were allowed onboard. The limit has now been **increased to 60 cm**.
    Aside from these changes, the **Civil Aeronautics Administration reminds passengers** that **spare lithium batteries (including power banks) must not be placed in checked baggage** and must be **carried in hand luggage**, ensuring proper insulation to prevent short circuits.

  • Booking & Check-in Guidelines:

    1. It is recommended that travelers make advance reservations to ensure a smooth journey.
    2. Upon completing the booking, travelers must obtain a booking reference code from the reservation staff and confirm the travel date, flight number, time, departure point, destination, and the correct spelling of their name. (For international flights, ensure the ticket name matches the passport.) A direct contact number should be provided in case of flight changes.
    3. If canceling a trip, notify the booking staff to avoid affecting other passengers’ reservations.
    4. During holidays, domestic route reservations may be restricted, so check with airlines in advance.
    5. Domestic flights generally begin check-in 60 minutes before departure (international flights 2-3 hours before). Passengers should complete check-in at least 30 minutes before departure for domestic flights (45-60 minutes for international flights), or their seat may be allocated to standby passengers. Check-in times vary by airline, so confirm with your carrier.
    6. To protect your travel plans, always book in advance and arrive early for check-in.

  • Ticket Purchase & Refund Guidelines:

    1. Passengers can purchase tickets from airlines or travel agencies. Once the passenger’s name is entered, it cannot be altered. Unless otherwise specified, tickets are typically valid for one year from the date of issuance. If unused, refunds can be requested within two years from the issuance date through the original ticketing entity, subject to a service fee. Some discounted tickets may have expiration restrictions or other special conditions—confirm details before purchasing to protect your rights.
    2. If a ticket is lost, passengers can request a loss report within its validity period. If verified as unused, the airline may issue a refund, though a service fee may apply.
    3. If regulatory authorities approve a ticket fare adjustment within the ticket’s validity, the fare difference must be settled based on the current approved fare.

  • Airline Services During Flight Delays:

    1. Airlines must promptly share flight delay information via media channels and proactively inform passengers who have not yet arrived at the airport. Travel agencies should notify their tour participants and coordinate with tour guides to prevent passenger disruptions.
    2. If a flight delay exceeds 15 minutes for domestic flights or 30 minutes for international flights—or if the flight route or landing location changes—airlines must immediately explain the reason and handling measures to passengers.
    3. Airports must display the latest flight delay information clearly to help passengers adjust their plans.
    4. Airlines should assess passenger needs and provide necessary services, including communication assistance, food and accommodations, heating supplies or emergency medical assistance, and alternative transport.
    5. If airlines cannot provide services due to circumstances beyond their control, they must promptly explain the reason to passengers and address concerns appropriately.

  • Flight Delays Due to Force Majeure:

    Poor weather conditions (such as fog or typhoons) can cause flight delays due to unavoidable circumstances. While airlines and passengers are both affected, airlines will strive to provide necessary services, often exceeding international standards. However, due to external factors (such as limited food and drink availability at the airport or disruptions in transportation), some services may not fully meet passenger expectations. Passengers are encouraged to be understanding and cooperate rather than disrupt airport operations through protests or occupying flights. Actions such as refusing to board or engaging in disputes not only delay travel but also affect airport order and national reputation, and may result in legal consequences.
    According to current regulations, airlines facing flight delays caused by force majeure (e.g., weather changes, aircraft mechanical issues not attributable to the airline, government orders, or other necessary circumstances) are only responsible for covering necessary additional expenses incurred by passengers due to delay, unless specific trade practices apply. If passengers wish to dispute their rights further, it is recommended to pursue complaint channels for assistance.

  • Tips to Avoid Flight Delays:

    To minimize the impact of flight delays due to poor weather, passengers planning travel during typhoon seasons or foggy months (February-March) should check flight information with their airline before departure.

  • Travel Inconvenience Insurance:

    Many banks provide travel inconvenience insurance for customers who purchase tickets using credit cards. In cases of flight delays, baggage delays, or lost luggage, passengers may be eligible for compensation under the issuing bank’s policies. To ensure protection, passengers should contact their bank in advance to understand the coverage terms and apply for reimbursement when necessary.

  • Precautions for Carrying Valuables:

    Airlines and ground handling agents strive to carefully manage checked baggage, but losses or damage can sometimes occur. According to international regulations, airlines are not liable for losses of valuables placed in checked baggage. Passengers are advised to carry valuables with them rather than placing them in checked luggage.
    If a passenger’s carry-on exceeds the airline’s size and weight limits and must be checked, they should be aware that compensation for lost or damaged baggage is usually calculated based on baggage weight, following international standards. To ensure fair compensation for high-value items, passengers should declare their items when checking luggage. Declaration fees, liability limits, and compensation amounts vary, so travelers should consult their airline. If airline declaration policies do not meet passenger needs, travel insurance from private insurers is recommended.
